ᐅ Entrance area with EHL concrete blocks... What kind of substructure is required?

Hello everyone,
My wife and I are currently thinking about our front steps and how to build them. The current setup with pallets and boards needs to go.
We are imagining a landing in front of the door with two steps leading up to it. The landing should be about 1.275 meters deep (4 feet 2 inches) and 1.75 meters wide (5 feet 9 inches). It will be surrounded by two steps. The top edge of the landing will be at 55 centimeters (22 inches). The stones are 15 centimeters (6 inches) thick.
Now the main question:
What should the structure underneath the stones look like? I am thinking of strip footings on which the stones will rest. The subsoil has already been compacted with about 70–80 centimeters (28–31 inches) of frost protection material before construction.
Are there other options?

By stones, you most likely mean concrete block steps. If the ground is already compacted, set the steps in damp lean concrete. A foundation would be too complex for this.

Yes, I mean precast concrete steps.
Thanks in advance for the reply. For the first step, I will use lean concrete, and for the subsequent step and the landing, a strip foundation as the base. Are there other options available for this?
