Is it also possible, when using a gas boiler, to achieve the "alternative" energy through heat recovery in a central ventilation system, or does it have to be solar energy?

I didn’t want to start a new thread since my question is quite similar.
Our plots will be allocated in Q1, and we have already been thinking about the floor plan and so on. In terms of interior fittings, +1 and I have very similar ideas so far; the only open topic is still the heating system.
You hear 20 opinions from 10 people, but so far, what we liked most from acquaintances (new build from 2013) was a gas boiler with controlled ventilation and heat recovery. A friend is currently planning their build with an architect (supposed to meet the 2016 energy saving regulations), and they were told that gas plus controlled ventilation with heat recovery is not sufficient for the 2016 energy saving regulations. Is this information reliable, or is it outdated knowledge?
