Hello dear forum, today we received a letter from our architect stating that according to the Energy Saving Ordinance, we are required to install roller shutters on the ground floor as well.

Since we have corner windows on the ground floor (facing southeast and southwest), and due to the missing wall section in the corner roller shutters do not fit there, we had decided not to install any on the ground floor, but only on the upper floor. Now we are being told that we must provide them in order to comply with the regulation. What is the rule if there is no possibility to install them? Could it happen that the windows will not be approved because of this? How binding is this Energy Saving Ordinance? Thank you very much

But the Energy Saving Ordinance does not actually require that. You can certainly build in compliance with the Energy Saving Ordinance using a gas heating system WITHOUT solar thermal collectors. You just need to include a renewable energy share (for example, a controlled residential ventilation system with heat recovery is sufficient) and may need to implement compensatory measures, such as better insulation or windows/doors with lower U-values. As far as I know, the Energy Saving Ordinance does not require you to install roller shutters on the ground floor. However, I could be mistaken here. The Energy Saving Ordinance, as @niri09 already mentioned, is more about meeting certain requirements rather than specific measures. It mainly concerns the assessment of building systems (energy generation, primary energy demand, requirement for renewable share, etc.) and the building envelope (insulation, transmission heat losses, U-values, etc.). Specific measures, like your roller shutters, are usually means to achieve these requirements. There may also be alternative measures to reach this goal. An energy consultant and/or architect should be knowledgeable and creative here. It is also possible that no alternative exists and therefore roller shutters are necessary. I just wanted to clarify that the Energy Saving Ordinance almost certainly (subject to correction) does NOT explicitly state that you must install roller shutters on the ground floor (or elsewhere) – for example, we do not have any roller shutters at all. Your question seemed to imply this, so here is a note to clarify.

We do not have shutters anywhere and have a floor-to-ceiling window element with a door facing southwest. In addition, we have several standard south-facing windows. No one requires this. It is completely unnecessary. We have a solid masonry house, built stone by stone; it is not warm or stuffy inside, but very comfortable. Karsten

That is the small but important difference, Karsten: Your windows, none of which are floor-to-ceiling, are properly distributed across different rooms.

@ruppsn: yes, that’s clear, but those are additional points related to the gas heating system. There are almost always ways to comply with the energy saving regulations.
Our structural engineer carried out the energy saving regulation calculation, but architects do it as well.

I would clarify with them what can be done.

There are, of course, roller shutters available for corner windows as well. I often see them used in new housing developments.
