I am currently reviewing a turnkey new construction semi-detached house offer based on the 2014 Energy Saving Ordinance.
Unfortunately, the construction description is not very detailed. It only contains the text below. Additionally, I plan to order screed with tiles for the basement floor. I do not intend to use the basement as living space or anything similar, but I want to avoid the living area floor directly above the basement being cold as a result.
I am wondering whether the basement is automatically insulated as part of the 2014 Energy Saving Ordinance requirements, or if the Ordinance does not have any specifications for this? From what I found on Google so far, roof insulation is mandatory, but basement ceiling insulation is not required.

2.3 Basement Floor
Foundation or foundation slabs according to structural engineering calculations. The ground slab is built continuously for the housing group.
Basement exterior walls are made of reinforced concrete with the statically required thickness, plus additional insulation for all construction and expansion joints against non-pressing water (DIN 18195) using thick-layer waterproofing. Basement party walls are concrete or masonry walls based on structural design. Basement interior walls are double-planked gypsum stud walls, insulated (thickness = 12 cm (5 inches)) on both sides.
Ceiling and wall surfaces remain untreated. The concrete surface of the basement floor is smoothed. Foundation earth conductor is installed according to VDI guidelines. One window well is also present. The basement floor will not have a radiator.

Ulrich Fuckert28 Apr 2016 16:28If the basement is unheated ("The basement floor contains no radiator"), then the basement does not need to be insulated. Instead, the ceiling to the unheated basement must be properly insulated.

I received the following response from the builder:
The entire ceiling area in the basement is insulated toward the ground floor by the floating screed on the ground floor with pressure-resistant expanded polystyrene insulation.
That should be fine, right?

Ulrich Fuckert28 Apr 2016 17:50The thickness and thermal conductivity category of the insulation must then be designed in accordance with the Energy Saving Ordinance 2014.
