Hello, I have a question regarding the energy performance certificate. I am having a bit of a disagreement with my architect. At the start of construction, he promised me that in order to meet the required energy standards, I would not need a ventilation system nor solar collectors. This could all be avoided through compensatory measures (thicker insulation, etc.). Now that the energy certificate is due, I am hearing different statements.

I submitted my building notification back in 2015, so I am not affected by the stricter energy-saving regulations introduced in 2016. My question is: What is the difference between the 2009 Energy Saving Ordinance and the 2014 version valid until December 31, 2015? According to online sources, the energy requirements are identical, and only boilers older than 30 years need to be replaced. Otherwise, the new energy-saving targets (25% reduction) only come into effect from January 1, 2016.

Nevertheless, it is said that even the energy savings required by the 2014 Energy Saving Ordinance until December 31, 2015 can be achieved through compensatory measures (15% for example through better insulation), thus avoiding the need for ventilation systems and solar collectors. Is this correct? Thank you.
