Hello everyone,

We have signed a contract with a construction company, and the house building is set to start next week. The application for temporary construction power has already been submitted, and the power pole has been installed on our plot. We also had an appointment with the utility company, and electricity should now be available on our property.

A few days ago, I spoke with our electrician, who explained that he now needs to apply for an electric meter. Since the online portal was not working properly, he sent the application by email instead. When I called the utility company, I was told that it would take longer, about 2 weeks, if the application is submitted by email. However, the electrician assured me that we need not worry because he has already sent the email. I am not quite sure how this is supposed to work. Shouldn’t the electrician actually have an electrical distribution board? Isn’t the electric meter included in that? How exactly does the process work? I have already researched but haven’t found a similar case. Can we still start construction?

No work had started on our side beforehand. It was also explicitly stated that the electrical distribution box must be organized by the builder.
Your electrician is assisting you – that’s already a good sign. Most likely, the column was installed "bare" without a meter, right?

The pillar is just the access point. We will install a temporary power box there, where the requested meter will be mounted.

Later, for the main house connection, the same will be done inside the box in the house.

The electrician will handle everything; you just need to sign the applications.

Thank you for your quick response. I believe he already has the power distribution box. But is it allowed to use electricity without a meter?

No, of course not. That will have to wait for the electricity meter.
I’m not really familiar with the processes, and every utility company probably operates differently, but I assume the electrician always has a few calibrated meters on hand and just needs to register the serial number. That means they will install it, and everything will be fine retroactively.

The electrician does not keep calibrated meters in stock. They always need to be ordered from the utility provider specifically for the project.

With Westnetz, the electrician has the option to have the meter shipped and can then install it themselves. This process is relatively quick. Other utility providers send their own meter technicians, which usually takes a bit longer.

After installation, it’s best to record the meter reading to avoid any issues with billing later on. This happens more often with construction site meters than you might expect.
