I am currently working on the electrical planning for our new build. To be honest, my wife and I have never dealt with these matters before, so I would really appreciate it if you could share your opinion on the placement and number of power outlets or point out anything that is missing or unclear in the drawing.

Why aren’t there shading solutions on all the windows? Just my personal opinion, but I find that a bit pointless. Either all or none.
Are you sure two power outlets are enough for the TV area in the living room?
In general, plan some switchable outlets here and there.
In the kitchen, in my opinion, there are too few worktop outlets; some of these should also be switchable.
For the living room/bedroom and bathroom, consider different lighting scenarios as well as wall or ambient lights.
Lighting around the house and in the garden.
For the garage/carport/gate/garden gate/shed, plan for power and possibly lighting everywhere.

These are the new figures we received from the electrician today. We find the price of 161 Euro for the data LAN outlet to be quite expensive. We may be mistaken. Is there anything we need to discuss with the electrician?

You can always install outdoor LAN cabling yourself later. Just make sure to have an empty conduit with a pull wire offered, with a minimum diameter of 32mm (1.25 inches).
LAN sockets and cables are always expensive because they need to be installed with empty conduits that allow for replacement and must take into account the maximum bend radius. This also includes maintaining proper distances from the NYM cables (standard electrical cables).
According to your list, a separate electrical circuit with a socket costs almost €90 (~$90), and that is simply drilled and the cable thrown in. With LAN, there is a lot more to consider, which explains the higher price. Although, of course, around €160 (~$160) is still quite high.
