ᐅ Drainage planning to protect the foundations with perimeter insulation?

Hello,

we have a house without a basement, but the soil contains a lot of clay, so water drains very slowly. We now want to install a drainage system to protect the strip foundations and prevent "overflow" water. The strip foundations are about 100 cm (40 inches) below the top edge of the slab. We also plan to raise the ground level up to this height.

Attached is a picture showing the levels I have in mind.

Further questions remain:
- Is it generally advisable to add perimeter insulation around the foundations?
- If so, should it be tightly coated with bitumen paint or similar?
- Can I connect the rain gutters directly to the drainage system?

Drainage water is not allowed to be discharged as rainwater in every municipality.

In our case, it helped to simply mix the upper sandy soil with the lower, heavily compacted clay layer using an excavator bucket.

Is the depth sufficient, or should it be deeper?

Isn't this a question for an architect or a construction company? It's quite specific and requires an expert; anything else is not reliable.
