Hello everyone,
According to the architect, our air source heat pump needs to be relocated. A minimum distance of 11.89m (39 feet) has been calculated for nighttime noise reduction.
The construction company has given us a quote of €999 for a 5.5m (18 feet) offset. The pump is planned to be moved from the middle of the left side of the house to the front.
Is this price justified?

Sounds suspiciously like "We don’t care where it is placed, but we’ll just add a thousand on top. Even though there’s no additional work or material involved, we’ll take the money anyway..." 999 euros. Who came up with this furniture-Hübner price?

“Okay.” And that’s exactly why he should ask, because it sounds very much like a fixed lump sum.
Otherwise, this is just a typical general contractor pricing for changes after the contract is signed. It’s not only about the extra meters of refrigeration piping but also about the effort involved in deviating from the standard.

In the meantime, we even spoke briefly with our new neighbors, and for them, the location of the pump is absolutely irrelevant since their bedroom faces the other side.
Now our question is whether the pump’s location is legally not allowed there because of the “noise radius,” or if these are more recommendations that can be disregarded.
If it’s the latter, we would leave the pump where it is since it doesn’t cost us anything and just accept it as is.

Noise emissions are regulated by law and are part of the building permit / planning permission; although they are often not checked, eventually someone will be bothered by it. Whether the price is justified depends on many factors. Installation inside the house at the same location means only a few meters of cable, which must be concealed. A new opening in a planned prefabricated basement justifies the price.
