ᐅ Base plaster is absorbing water? Does anyone have experience with this?

Hello everyone, I took some pictures of the base of my garage and wanted to ask if anyone knows what this is?

Should I be concerned about my plaster or even the masonry?

I agree. From the pictures, it also looks like the dimple membrane is missing.
