ᐅ Does anyone know what kind of tree this is and how I can propagate it?

We have this beautiful tree in the front yard of the old apartment building. Now that we are planning to build, we would like to take some cuttings from this tree to grow and bring to the new house because we really like its flowers.

Does anyone know what kind of tree this is?
If I cut small branches from it, is there a chance they will grow if planted? Should I put them in water until they develop roots? And how and where is the best place to make the cut?

I’m a complete beginner, and when I search for instructions on Google, there are always many terms I don’t understand.
For example: “Take 10 to 15 centimeter (4 to 6 inch) long semi-ripe shoots” — I don’t know what a “shoot” is, nor how to tell if it is “semi-ripe.”

If you take a cutting, you should be aware that a specimen like the one in the picture takes an incredibly long time to grow.
It’s better to buy one that is already 5-10 years old; otherwise, you won’t get to enjoy much from it.
