ᐅ Registering a photovoltaic system – Should you pay for it yourself?

Hello everyone,

We are currently building a house through a developer, and the price includes a photovoltaic system without storage. Through an additional offer from the company installing the photovoltaic system, I arranged to have a battery storage installed. This additional offer includes the registration of the photovoltaic system. I am now expected to pay the registration fee of 400 euros (about 400 euros) myself. There is no mention of this in the contract. The construction description only states that we will receive a photovoltaic system with a capacity of 10 kWp.

My question:
Surely it is not correct that I now have to pay for the registration myself, is it?

Is the registration process so elaborate that it costs 400 euros (about 400 euros)? The actual registration itself is free. But could it be so complex that it costs 400 euros (about 400 euros)?

I urgently ask for advice.

Best regards!

You have to be careful. Solar panels are only exempt from VAT when purchased privately. If it's included through the general contractor (GC), you have to pay extra. In my case, the GC said he would coordinate it, but I have to order myself.

That is incorrect. According to the Ministry of Finance, the zero tax rate also applies when the photovoltaic system is part of an overall package (house construction). This has been valid since 2023.

The only condition: The GC must list the photovoltaic system separately on their invoice. Then it MUST show 0% VAT.

@GeraldG: Your GC just didn’t want to deal with it. That’s why the incorrect statement.

Thanks for the information, I’ll pass it on. It was included in the quote for my project, but since I am doing the work myself, I didn’t pay much attention to it. However, I remembered it because the general contractor explained it separately while reviewing the quote.

You can handle the entire application yourself. That way, you’ll know afterward if the 400 euros are justified.

You can definitely save the €400 and do it yourself as your own contribution. So, it wouldn't matter to me whether it's justified if I can avoid the cost by doing it myself. When building a house, you usually have to save money, so...

Hi,
in the preliminary building contract from the developer, there should be a general list of what is included for each trade.
If the overall contract includes a photovoltaic system, it means it will be fully operational and ready for use by you as the end customer on the handover day.
If there are no detailed additional costs listed, all required registrations are included in that price.
I am a certified electrician myself, though not self-employed, but I know exactly what it costs to register a system with the utility company. NOTHING.
The form just needs to be completed by a registered company and submitted to the utility provider.
Generally, the battery storage makes no difference; it must be registered, but there are no additional fees for this.

Someone here is trying to charge you extra.

Regards, Timo

PS: This was my latest information—if it has changed, I kindly ask colleagues to respond factually. I am open to being corrected, but tone matters a lot and it can be read even in written text.

This is where the entire DIY effort falls short. But this is precisely the service the solar installer, in my opinion, owes the general contractor. The rest can really be done online by yourself.
