Hello everyone,

We are currently building a house through a developer, and the price includes a photovoltaic system without storage. Through an additional offer from the company installing the photovoltaic system, I arranged to have a battery storage installed. This additional offer includes the registration of the photovoltaic system. I am now expected to pay the registration fee of 400 euros (about 400 euros) myself. There is no mention of this in the contract. The construction description only states that we will receive a photovoltaic system with a capacity of 10 kWp.

My question:
Surely it is not correct that I now have to pay for the registration myself, is it?

Is the registration process so elaborate that it costs 400 euros (about 400 euros)? The actual registration itself is free. But could it be so complex that it costs 400 euros (about 400 euros)?

I urgently ask for advice.

Registering the photovoltaic system with the grid operator is indeed free of charge – that is correct. However, many specialized companies charge a service fee for the technical processing (forms, documentation, meter ordering, coordination with the grid operator), and fees of 300–500 euros are now common for complete systems. Whether you have to pay depends on your contract: if the registration is not covered there and the builder is only responsible for the 10 kWp system, you can try to refer to the building specifications to refuse the costs – but this is not certain, especially since you have signed an additional contract with the photovoltaic company.

You should separate what has been contractually agreed with the builder (general contractor?) and what is stated in the additional offer. These are two different contracts with two different service providers!

If something is not described anywhere, it is not part of the contract. If it has to be added to the utility connection costs, then it should normally be paid by the builder’s side. Unless you bought a house where all connection costs are specified and covered by the builder.

You also have to be careful. Solar panels are only exempt from VAT when purchased privately. If this goes through the general contractor, you will have to pay extra. In my case, the general contractor said he would coordinate it, but I still have to place the order myself.

Registering in the master data registry is straightforward. You can also handle the registration with the grid operator yourself; depending on the operator, this can be either simple or more complicated. In any case, you will need an inspection certificate from the supervising technician and technical documentation. This should generally be free of charge. The 400€ (about 430 USD) seems high to me.
