The development plan states:
"On the rear non-buildable areas of the property, accessory structures according to § 14 of the Land Use Ordinance with a floor area of more than 15m2 (160.7 sq ft) are not permitted."
A garage that extends 15m2 (160.7 sq ft) into that area is therefore allowed. What about a garden shed that is not attached to the garage? Is 15m2 (160.7 sq ft) possible again in that case?
The building department could not provide any information over the phone today. The staff member was also unsure about the interpretation of this wording and said they would consult internally.
What is your assessment of the situation?

Extracts from development plans without context are difficult to interpret. The exclusion or limitation of accessory structures must also be explained in the reasoning behind the development plan. Without knowledge of these facts, here is my assessment:
How far the accessory structure extends into the affected area is irrelevant. A 20m² (215.3 ft²) greenhouse, of which 19m² (204.5 ft²) lies within the buildable area and one square meter lies within the described area, is, in my opinion, not permitted because the size restriction applies to the entire building. However, an exemption should be possible due to urban planning considerations. A pool with a 4m (13 ft) diameter would be allowed alongside a 5m by 3m (16.4 ft by 9.8 ft) greenhouse and a 2m by 2m (6.6 ft by 6.6 ft) rabbit hutch. However, with five garden sheds, the planning authority will likely exercise its discretion under §23 of the Land Use Ordinance and declare them impermissible.

For garages built on property boundaries, it is clearly defined that the total length of _all_ boundary structures, etc., must not exceed 9/12/15 meters (30/39/49 feet).
Therefore, my humble conclusion: there is nothing preventing another outbuilding 🙂

Even with very little imagination, I can picture both possibilities.
Of course, the building authority disagreed with my view. I had already expected that, but I don’t want to argue and have already come up with an alternative last night.
I hadn’t even considered the possibility that the entire ancillary structure might be limited to 15m2 (160.7 sq ft). Fortunately, neither has the building authority.

Do you want to build more than 40m³ (1,412 ft³)? If not, you do not need a building permit / planning permission. Given the unclear wording in the development plan, I would take the risk. Argument: The development plan lacks the required clarity and precision in the regulations.

The plan includes a garage of about 75m2 (800 sq ft) with a height of 4.70m (15 ft 5 in). An area of 15m2 (160 sq ft) will be outside. A residential house with a footprint of 120m2 (1,290 sq ft) and a finished attic. The roof will have a shed design with a slope of about 5°.
Initially, the technical room was to be located behind the house, which would have exceeded the 15m2 (160 sq ft) limit. Now I am enlarging the room slightly to 17m2 (183 sq ft) as a connection between the house and garage. In the end, I find this much more attractive. This creates a small inner courtyard, and the connection for heating the garage does not have to run underground.
