Good evening, we are planning to purchase a plot of land and since it is on a slope, we are considering a building with a basement, ground floor, and recessed top floor, so 3 levels in total—2 full floors and 1 recessed floor.
As we have not yet contacted an architect and unfortunately do not fully understand the zoning plan, it would be great if someone here could take a look at the excerpts from the plan to tell us if this would even be possible.
It is not clear to us whether the ground floor level would then be in the basement or at street level.

so area b To answer your question, a complete development plan is required, which a) includes the text (which you have provided) as well as images... and b) the site plan – which you have not provided.
