ᐅ Development Plan: Definition of Attic or Loft Space

Hello Forum!

We are considering purchasing a plot of land. Our plan is to build two full stories (ground floor: kitchen, bathroom, living room; upper floor: 4 bedrooms and a bathroom) plus an attic (2 home offices).

According to the development plan:
- Maximum of 2 full stories, including 1 attic
- Maximum building height 9m (29.5 ft)
- Maximum ridge height 4.5m (14.8 ft)
- Gable roof with a pitch between 25° and 48°
- Knee wall height 1.5m (5 ft)

Are we allowed to build as planned with these specifications? What do you think?

No! Not if you want two full stories like in an urban villa plus a converted attic.

At first, I had written a “yes” with an explanation and a minor qualification.*

Then I read about a maximum eaves height of 4.50m (14ft 9in). So, the second full story mentioned already includes the attic. However, this can count as a full story with a 150cm (5ft) knee wall and a generous roof pitch, as stated. If there is a small attic space above that could be converted, that is also permitted. These kinds of spaces (so-called non-full stories) are usually not mentioned in development plans.

*Is there a reason (e.g., slope) for this complicated construction in the zoning plan?

As you had planned, it probably won’t work out. But you can always plan differently. So if the plot of land is otherwise suitable, I wouldn’t base the decision on the three floors, but rather on whether your space requirements can be met.

Clearly no (the reason has already been explained correctly), I have highlighted the key term in your quote for quick recognition. “Eaves height” refers, simply put, to the height of the knee wall above the ground floor slab. If the bedrooms are not meant to be small cramped rooms, the layout seems to require an upper floor that exceeds the ground floor in area. But the biggest mistake is probably having planned the house before even finding the land.

No, there is no particular reason for this design; it’s simply built the way it is in the area...

In your opinion, would the attic be practical to use, or just a storage space?

Basically, an attic is always practical if you can achieve a good ceiling height. However, this depends on the roof pitch and the dimensions of the house.
