We hired an architect for design phases 1 and 2. In phase 2, we also received an initial cost estimate. This only covers cost groups 300 and 400.
Is that common practice? Or should cost group 200 also be included?

Cost estimation is exactly what the name suggests. The architect will estimate the design based on available average values for trades and will roughly indicate the additional construction-related costs; usually, they calculate a flat rate of 10-15% of the construction sum.
Since you have done your research, I assume you know how to interpret such a cost estimate; it only becomes more accurate in later project phases, particularly when tender documents become available. If you are still uncertain about this point, I recommend browsing the HBF. This topic has been discussed extensively ...

I understand your last sentence to mean that only 300 and 400 are included by definition. Wikipedia says: Cost groups are divided into 7 points: cost estimation
