We hired an architect for design phases 1 and 2. In phase 2, we also received an initial cost estimate. This only covers cost groups 300 and 400.
Is this common? Or shouldn’t cost group 200 be included as well?

Didn’t you ask your architect about the scope of the service phases before commissioning? Did you clearly communicate your requirements?
Service Phase 1 – Basic Evaluation:
Clarification of the task
Consultation on the overall scope of services
Formulation of decision aids for selecting other professionals involved in the planning
Summary of the results
Service Phase 2 – Preliminary Design:
Analysis of basic conditions
Coordination of objectives
Development of a design concept including investigation of alternative solutions based on the same requirements with graphical representation and evaluation, e.g., tentative drawings, sketches
Integration of services from other professionals involved in the planning
Clarification and explanation of urban planning, design, ecology, and economy in construction and use
Negotiations with authorities to ensure the feasibility of approvals (building permit / planning permission)
Cost estimation
Cost group 700 deals with incidental construction costs. If you have commissioned your architect only for the schematic design phase – and therefore they consider only the relevant cost groups – it is unlikely that they would be required to provide a written explanation about expected incidental construction costs. Whether this is morally appropriate is a completely different matter.
