ᐅ Mechanical ventilation with heat recovery instead of solar thermal energy?

Hello,

We are planning a new build that will be heated with a natural gas boiler, and we would like to install a mechanical ventilation system with heat recovery.

For natural gas heating, regulations require that 15% of the heating demand must be covered by “renewable energy.” Is it possible to meet this requirement with a mechanical ventilation system, thereby possibly avoiding the need for solar thermal panels on the roof?

Has anyone had experience with this? Would such a system even qualify as “renewable energy”? After all, heating costs are reduced, although the electricity demand increases slightly...

So far, I have received different answers repeatedly.
Why are the regulations in this country so complicated for such simple questions?
The calculations are not understandable for a typical homeowner. The Excel sheet from the University of Kassel mentioned in the forum is too complex for me.

Who can I contact if I want to have the calculations done independently of my own architect?

I already have the building permit / planning permission.

Bungalow, cold roof, 36cm (14 inches) masonry, no basement.
Planned:
1. Gas condensing boiler

2. Controlled residential ventilation, Systemair SAVE VTR 250 / DE rotary wall unit, with EU 7 pollen filter

3. Photovoltaic system approx. 3.75 kWp with BYD B-BOX-H6.4 (6.4 kW) battery storage.
