Hello.
I have hired a building expert from the Homeowners’ Protection Association.
Which services or site inspections should be carried out at a minimum, and what exactly?
We are building a basement with a waterproof concrete tank, a solid house to KfW 55 energy standards.

Bieber081512 Feb 2016 06:46Hello, this is a forum where even non-experts can contribute! Regarding construction supervision in connection with KfW funding, I won’t comment but refer you to KfW directly.
On the topic of construction supervision: I am not familiar with your specific situation. Who is the site manager? Who employs them? What you usually need is someone knowledgeable in as many trades as possible, who is solely obligated to you, and who (!) has plenty of time to be physically and mentally present on site at the right moments. That’s why I would choose the person mentioned here ("licensed structural engineer for submission: €2000 for 7 site visits including document review"). If an issue is detected but not acknowledged or resolved, I would then bring in a specialist expert for that particular trade on a case-by-case basis (unless the “construction supervisor” is already sufficiently competent themselves).
Regarding liability. I assume they protect themselves against liability in case a defect is missed (which can happen even during supervision, since they only plan to visit the site 7 times). I understand that. In my opinion, it should not concern you much, because your contractual partner (architect, tradesperson, general contractor/prime contractor) is usually responsible and liable for defects.
