we have obtained several offers from construction supervisors. We like the offer from the graduate engineer of the Bauherrenschutzbund in Erfurt the most. A total of 12 appointments on the construction site plus the final inspection are planned. The price is reasonable, but there is an additional cost of 800 euros for travel expenses and travel time to Apolda.
Now I have found a building surveyor and construction supervisor near Apolda who also has many years of experience. However, this person gave me a quote based on the HOAI scale of fees, which is over 1,200 euros more expensive than the Bauherrenschutzbund offer, making it too costly (over 3,200 euros gross).
What do you think?
Is it sufficient to manage the construction supervision through the Bauherrenschutzbund, or is it absolutely necessary to commission a more thorough and comprehensive supervision according to HOAI?

First of all – based on all experience, the first will end up charging the same fee as the surveyor billing under HOAI.
This is also due to the nature – scope and extent – of the work. While an architect / sworn and publicly appointed surveyor is obliged not to undercut the minimum fees of HOAI (German fee regulation, strictly enforced by the courts => unfair competition), a “freelance” expert can set their own fees; however, this freely negotiated fee is virtually adjusted by the actual incurred costs – as mentioned in the post – to nearly match the HOAI minimum fees. Upon closer analysis, this is understandable, since the effort – when properly carried out – does not decrease simply because a title is missing in the salutation.
Ultimately, you have to decide for yourself – both options seem professional, although personally I would always prefer “short distances” – especially under the aforementioned conditions.

Bulla200025 Oct 2010 12:34I agree with that... about the short distances. After all, the inspector lives in the neighboring village, so he can be reached quickly if there is an emergency. I once sent him the key details of the BHB offer and asked for a comparable quote without construction supervision according to HOAI.
