ᐅ Concrete beneath downspouts under gutters

Hello,

I wanted to start working on our soakaway system and discovered that there are concrete "chunks" under the downpipes.
A hammer and rotary hammer are not enough; I don’t have a jackhammer.
Does anyone have any ideas on how to remove this?

External PVC downpipe on red brick wall, excavation work at the foundation.

What else is the roofer supposed to do? The drainage and the roof’s position on the house are already predetermined. The roofer certainly didn’t pour the concrete. But the responsible party will take care of it, as mentioned above...

For my build, the shell contractor had already completed the preparations for drainage (laying sewer pipes, installing an inspection chamber, etc.).
Also, there isn’t a single clump of concrete anywhere extending beyond the slab foundation 🙂
