ᐅ Concrete staircase no longer fits in renovation of older building

we are a bit overwhelmed with the stair planning.
We bought an old house, built in 1960, which we are completely renovating including reaching a KFW 55 standard. Now, the floor buildup is 24cm (9.5 inches) on the ground floor and even more upstairs (due to beams).
The staircase no longer fits the construction height.
Which trade is usually responsible for this? Or is it even possible to build a concrete staircase and possibly finish it with vinyl or polished concrete?
Unfortunately, so far we have only found one stair builder, but he only works with wood…
Has anyone had the same problem or any ideas? Thanks in advance.
P.S. The floor buildup is not finished yet; the screed will be installed in February.

Accordingly, the flooring needs to be built up to eliminate any trip hazard.How old is the house? It doesn't look very old to me. I would probably ask the bricklayer—or the staircase builder, who will likely know, even though they only work with wood themselves.
