ᐅ Compliance with the 2016 Energy Saving Ordinance using the following heating system

Hello everyone,

I also need to start dealing with the heating system soon. I keep reading in the forum that it’s becoming difficult for gas boilers to comply with the new Energy Saving Ordinance 2016.

I have come up with the following concept and would like to hear your opinion on it.

General information about the house:
170 m² (1830 ft²) over 2 full floors + hip roof
Exterior wall: 36.5 cm (14.4 inches) Ytong PP-2 0.35 with thermal conductivity λ=0.08, U-value = 0.21 W/(m²K)
No additional insulation
Insulated ground slab

Heating: (Estimated costs)
Gas connection = 2500 €
Gas boiler 20 kW = 3000 €
Mechanical ventilation with heat recovery = 8500 €
Solar thermal system 5 m² (54 ft²) = 6000 € (Possible/useful on a 22° hip roof?)
Underfloor heating = 4000 €

Total cost: 24,000 € (Realistic price?)

Would this setup make sense in your opinion, or have I made a fundamental mistake?

So is gas plus a compensatory measure still possible? But simply "gas plus slightly better insulation," as we did, is probably no longer allowed. Controlled residential ventilation/heat recovery can also be a compensatory measure alongside solar thermal, as far as I know.

The new Energy Saving Ordinance, or the requirements of the Energy Saving Ordinance for new buildings after April 1, 2016, are, to my knowledge, very similar to the standards of KfW70. Therefore, for example, there should be no change for a KfW70 house using gas. Those who did not meet these standards before will not meet the Energy Saving Ordinance now either.

In addition, the primary energy factor for electricity has improved, which benefits heat pumps, while gas consumption is not disadvantaged.

Please correct me if I am wrong.

This is ultimately very similar, but also a slight tightening. We are 15% below the minimum standard according to last year’s regulations. This is a compensatory measure to allow omission of solar panels when using a gas heating system. A certification according to KfW was not required for this. I believe we mean the same thing, even if my wording might be a bit imprecise.
