To my knowledge, vinyl flooring is suitable for underfloor heating. However, I am only familiar with flexible vinyl that does not have a rigid backing layer. As a result, the joints beneath may become visible. We inquired ourselves and were advised by a specialist retailer to level the tiles beforehand. It is best to check with a specialist retailer for advice.
We recently had vinyl flooring installed over tiles. The company sanded, primed, and filled the tiles first. After that, the vinyl planks were glued down, and the result looks absolutely clean. I would also recommend this method, especially for underfloor heating.

The more layers you have, the less effective the underfloor heating will be. The heat from the underfloor heating must first warm the tiles and then the vinyl. The key factor here is thermal conductivity. In my layman’s opinion, I wouldn’t recommend this with a low-temperature underfloor heating system, as it can only reduce the heating efficiency. It’s better to remove the tiles and do it properly.
