Is it true that solar panels need to be cleaned regularly because they lose efficiency otherwise? If so, what is the best way to do this? Should you clean them yourself or hire professional help? And how often is this necessary?

Well, if the manufacturers say so, it must be true.
I don’t know of any of our systems that get cleaned – and all of them deliver higher yields than projected.
As I mentioned earlier:
(1) If the module tilt is less than 25–30 degrees, I would consider whether cleaning might be necessary. For angles over 30 degrees, this is definitely not the case, unless
(2) the system is exposed to unusual dirt – for example, a farm located in the middle of fields, or a coal power plant as a neighbor.
On the other hand, I would actually recommend everyone to have their system cleaned – it supports local tradespeople and secures some jobs in the solar industry. Maybe it’s also worth discussing with Mr. Schäuble whether the cleaning invoice could be tax-deductible as a donation to a good cause.
