ᐅ Ceiling spotlights – modification

A question for the lighting experts!

We have planned recessed ceiling lights, and the holes have already been milled into the concrete ceilings.

Is it still possible to switch from recessed lights to surface-mounted ceiling spots?

Our electrician is a bit old-fashioned and gets very stressed whenever I suggest any changes.

What exactly do you have in mind as a surface-mounted spotlight? By the way, there is a similar discussion currently happening here:
