ᐅ Is it possible to lay 2 cm thick tiles on paving stones for a terrace?

I would like to install terrace tiles (60x60x2cm (24x24x0.8 inches)) over the old paving stones on the path. They are supposed to be laid with a 10cm (4 inch) gap between them, and the rest filled with decorative gravel.
My idea was to prime the paving stones first and then glue the tiles on with tile adhesive. I have about 3cm (1.2 inches) to level.
Will this work, or do you have any tips?
