We have a current offer for the shell construction plus earthworks:
Double garage (6.2 x 8.5 meters (20.3 x 27.9 feet)) + house (9 x 13 meters (29.5 x 42.7 feet))
Here is the list of groundworks, strip foundations, and slab foundation.
Price: 45,500 euros net
Steel is not included. Costs 2,000 euros per ton

Two years ago, I paid €87/m² (roughly $9/ft²) gross—however, it was self-performed work.
Including the pump, labor, and so on, I would consider €150–160/m² (about $14–15/ft²) net to be fair.

There is a 0.5m (20 inches) height difference within the building area. The 0.5m (20 inches) would need to be filled with mineral concrete. It costs about 6,000.
