We are planning a bungalow (approximately 140 m² (1507 ft²)) made from SIP panels.
Instead of a basement or concrete slab, it will be built on screw foundations.

Does anyone have experience with this type of construction?

We are especially interested in the structural engineering aspect.
Do we need a structural engineer for both the house design and the screw foundations?
Or does anyone have an alternative suggestion?

No, usually one structural engineer for the building and its foundations is sufficient.

A gentleman with a mailbox in Frankfurt am Main and a mobile hotline. But there are apparently several construction sites in Germany already, so there seem to be enough credible attestations that the building system complies with German regulations.

You definitely need a structural engineer and also a building authority approval. I can hardly imagine that one exists, but who knows.
You can get a basic shell very cheaply here, and tornadoes aren't very common in our area yet.
