Is it possible, in a planned row house group with 3 houses (one mid-terrace house and two end houses), to build the two end houses without constructing the mid-terrace house and without using or "affecting" the mid-terrace house’s plot? What legal or technical aspects need to be considered in this case? These are gable houses that, according to the planning and building permit / planning permission, share a common foundation slab and have a connection at the roof.

How do you plan to do that? Perhaps the houses will share interior walls that are currently serving as exterior walls? Also, it’s unlikely that the middle of the foundation slab will be exposed to rain. How do you intend to construct the roof connection without using the intermediate plot?

I would say: yes, it’s possible, but it will be more expensive than building a luxury villa. Realistically, it’s not feasible.

In principle, that is possible. But because of this annoying building permit / planning permission (who actually obtained it? The owner of the entire plot, who is now making money by selling the lots individually?

My suggestion: adjust the building permit / planning permission. Of course, you will then need to insulate your free wall, and when the middle house is built, you will have to remove it again.

You would need to explain the background of this unusual question in more detail: how exactly should we understand the "roof connection," and why are you concerned about the unused vacant lot of the unbuilt middle house? Did you acquire an end house of a three-unit development from an insolvent developer and now want to implement the building permit independently?
