I am planning to extend my parents' house, and I have a question: What are the rules for building onto an existing house? Am I allowed to build higher than the current building without causing any issues? I already have a provisional building permit / planning permission, but I want to build higher or raise the attic so that it can be used. Is that possible?

The building expert is absolutely right: verbal statements have little value. There are only two ways to obtain certainty:
1. Submit a building inquiry; this can be limited to a very specific question
2. Submit a building permit application (planning permission application)
Everything else has no legal relevance—unless a development plan exists, which apparently is not the case for you.
