Hello,
I’m looking for some opinions about a plot of land. We have received approval from the local authority and now need to make a final decision.
The plot is lower than the neighboring houses. At the back, it is almost 2 meters (6.5 feet) lower, and on the left side, one neighbor has a basement and has built a tall house.
The neighbors have not raised their plots, so for example, we would need to use retaining walls (such as L-shaped concrete blocks) to support the soil.
What do you think?

I would definitely raise the plot to street level. Possibly higher at the back as well. Construction is happening all around, so you should be able to find fill material for free. Then cover the top layer with topsoil. Otherwise, you will constantly have drainage and landslide issues, even though that would be the responsibility of the party causing it.

There’s construction everywhere, so you should be able to find material to fill for free.

Otherwise, you will always have to deal with drainage and landslide issues, even though that would be the responsibility of whoever causes it. Filling at the back sounds good, but would you then build a basement?
We would like to plan without a basement.

You can get something out of (almost) any plot and develop it optimally, but the effort and costs can vary greatly.
