ᐅ Is a building with two above-ground floors allowed, and does the attic count as a floor?

if a plot is designated in the zoning plan for a two-story single-family house, does that mean ground floor plus attic or ground floor plus first floor without an attic? Or ground floor, first floor, and attic?
Also, is there a definition of single-family house regarding its size? Is it allowed for a single-family house to have two garages?

by the way – I didn’t know Chris is a female first name 😀
That means throughout Germany: ground floor + upper floor, and attic (converted to a maximum of 75% of the upper floor), if the permitted building height / number of floors allows a finished attic.
