Hello, we have the opportunity to buy a house that is still under construction. It appears that a section of the dimpled membrane around the foundation is missing. Is this a significant problem?

That is exactly the right question, not whether the missing part of the dimpled membrane is a big issue.

A dimpled membrane is not designed to keep anything dry or protect against moisture.

I just see that it says you have the option to buy the construction site....
Then the answer is -> Focus on the important things first and get an expert, because you won’t be able to tell what is important and what is not.

This is something you can do yourself with bituminous thick coating up to the perimeter insulation with 2 hours of work and a brush.
