For my two-family house, I decided on a partial basement, which according to the architect’s specification was supposed to be stepped. Now the structural engineer has said that a concrete slab is sufficient, and this has already been installed. My question is whether this is common practice and if a concrete slab has any disadvantages compared to a stepped basement. Since the concrete slab was installed without informing me beforehand, I can no longer make any changes to it.

If your structural engineer has proposed this design, there is no "worse" option. The suggested support structure will work; after all, the structural engineer is legally responsible by signing off on it.
