from the quote "with sealing tapes, bituminous coating, filter boards" I do not see any wall insulation; the walls therefore appear not to be insulated for thermal protection.

Retrofitting thermal insulation for basement rooms could be possible under certain conditions. If construction of the new building has not yet started, it would be advisable to still plan the insulation measures for the basement, as it would be worthwhile. This would give you more flexibility in the use of the rooms.

For the additional costs, it is best to ask your architect – they can give you a definite and accurate answer.
