Hello
I have a house built in 1955, and the basement floor is still just a bare concrete slab.

I’m looking for a solution to cover this bare surface, preferably something affordable, attractive, and simple (what else, right?).

So far, I really like the idea of a pebble or stone coating, but for about 60m² (650 sq ft), that’s quite expensive.
Simply painting the floor with suitable floor paint might be an option, but I need something to even out cracks and jumps in the concrete. I assume this can only be done by filling and then painting, or am I wrong?

The challenge is that the basement gets flooded about once a year with roughly 5-10cm (2-4 inches) of water...

First, mix screed concrete and fill any cracks. Screed concrete is available at any hardware store, 40 kg (88 lbs) for 4.50.
Then choose a two-component epoxy-based floor paint, for example from Remmers, and apply it to the concrete. This will make the floor waterproof sealed.
Alternatively, pour leveling compound and then lay tiles on top. More expensive, more work.
