Sorry, but the price seems unrealistically low to me...
You still need a slab foundation under the basement, so you can’t just offset costs like that completely.
The additional cost seems very low to me as well.
We (about 9 x 10 m (30 x 33 ft), slight slope) also have a utility basement (precast basement poured on site with a finished ceiling height of 220 cm (7 ft 3 in)), 2 light wells, concrete staircase, interior walls, 4 windows, exterior insulation, drainage with 4 flushing shafts, and all the necessary openings (for brine pipes, water, sewage, electricity, media – including 5 Dolmar seals) and paid less than €40,000. Excavation, tiling (floors and basement stairs), plastering/painting (outside and inside), underfloor heating/screed, and doors were extra (DIY).
