ᐅ Base coat plaster is flaking off – is it due to frost?

Hello,

Our house is now about 6 years old, rendered, and painted in a rather bold color (orange tone). On the weather-exposed side (this side is very exposed, with no trees and open field), during winter frost, there are always flakes peeling off (about 2–10 mm (0.08–0.4 inches) deep) in the area of the base coat render. These have already been repaired several times with so-called "super render." It is certainly not rising dampness, as the paving stones underneath have already been removed. That area is completely dry. Moisture also does not come from inside. Most likely (unless someone has another idea?), rain or snow penetrates the base coat render and causes it to flake off during frost. Is there a truly recommended protective layer / "clear paint" or something similar?
