ᐅ Bartl air-to-water heat pump condensate leaking under the screed

Bsee2022With our indoor heat pump Bartl ECO 5 LI-C/HG, manufactured in 2020, condensate is leaking. The main contractor, Fensterle, is blaming us, stating that the condensate drain should be regularly checked. However, it was not clogged.
Due to missing joints between the floor and the wall of the boiler pedestal and throughout the entire utility room, condensate from the heat pump is leaking under the screed. There is an external condensate outlet, but it apparently cannot collect all of the condensate.
Has anyone had similar experiences?
And how were they resolved?
Are there regulations regarding the design of a utility room in a basement?
