ᐅ Balustrades – moisture penetration, cracks, and paint peeling

About 8 years ago, I installed the balustrades. At first, the paint started peeling, and now, as you can see in the pictures, they are beginning to crack.
I understand that some of them will need to be removed. However, I would like to save the ones where only the paint is peeling. What would be the best solution? Does the old paint need to be completely removed?
Which type of coating should I use afterward?
What could be the reason the balustrades absorbed so much water? Was it the wrong mixture? The paint? Could the moisture be coming from below?
Some of the base plates are standing on the edging stones. I hope something can be determined from the photo series.
