We would like to have a basement tender prepared by an architect (a total of 4 basements, since this is a building partnership). What costs should one typically expect for the basement tender? The architect is charging 5,000 € (euros), which seems quite high to me at first glance.

Is the architect supposed to handle the tendering only for the basements or also for the houses? What approximate costs has the architect estimated per basement; or on what basis is the cost estimate of 5,000 € for 4 basements founded?

All basements are the same size, as this is a townhouse development. The basement is intended to be used as a living area, so insulation and a minimum clear ceiling height are required. The architect should only prepare the specifications for the basements. An initial cost estimate, based on the soil survey, suggests expenses of around 60,000 euros per basement (excluding interior finishing for the living space, which would be additional and done by us independently).

With the fee offered to you, the architect is at the lower end of the HOAI fee scale (there is always a minimum and a maximum rate). So rather on the affordable side than expensive.
Why do you think it would be expensive? Just because there are 4 nearly identical basements doesn’t mean the work is any less. I guess you are not fully aware of the scope involved in preparing tender documents 😉

Just to make sure I understand correctly, one more question regarding the HOAI calculation: I would then consider billable costs of 4 x €60,000 in fee zone III and, applying the minimum rate according to the HOAI calculator for phases 5 and 6, would arrive at approximately €4,580. Is that correct?

Each basement is calculated individually; after all, there are 4 different billing addresses. So, fee zone III with the amount of €60,000; in the end, you will find that your architect is offering very accommodating terms.
