Is it correct that there are lower additional costs like realtor fees, notary fees, and property transfer tax with a new build? For a new build, you only pay these costs on the land, whereas for an existing property, you pay them on the total value of the property, meaning both the house and the land, right?

That is not correct. Whether you buy a house including the land (regardless of whether it is a new build with developer restrictions or an older property), you will always have to pay notary fees, land registry fees, property transfer tax, and possibly a broker’s fee based on the purchase price.
For new builds, additional ancillary construction costs apply, which are generally estimated at around 40,000€ (approximately 43,000 USD). There is potential for higher costs.

If you have already contractually agreed when purchasing the plot that you must build with this particular developer, then yes.
