Hello everyone,

Here is the situation: The house was newly built four years ago. However, the city has not yet constructed a sidewalk and is currently catching up on this. Now, it is suddenly planned to install a streetlight in front of my carport (albeit at the edge).

A brief explanation of the diagram: Green = street. Teal = an example of a mid-sized car. Yellow = the newly planned sidewalk. Orange = the newly planned streetlight. Blue = driveway to the carport (I extended it for clarity, all to scale and proportion).

Is there a regional regulation (NRW) that governs this situation given the angle xyz and a single-lane roadway? In my opinion, the streetlight is a design error that complicates or obstructs my driveway access to the carport.

Who knows when the sidewalk now being started was originally planned. Could it be the downside of a permit-exempt carport that it is not even officially recorded in the land registry? The installers clearly have no authority to use their own judgment and would have to install the streetlight there unless you intervene. I don’t see any legal issues involved here yet, so I would first try informing the responsible authority directly (just go there, COVID restrictions in city halls are mostly over by now!) and rely on their cooperation. I wouldn’t initially suspect any ill intent. Stay polite if you want the person behind the desk (you probably won’t get to higher authorities for this) to treat you as a client. Better bring photos rather than sketches.

Regulation? Not that I’m aware of. I would first talk to the city or the road authority (usually something can be arranged).

Apart from that, I don’t see any obstruction to the driveway. Unless you always cut the corner when entering and drive over the flowerbed (or whatever is next to the driveway).

The carport is recorded and approved (3m width (10 feet)). There is a lack of understanding that, due to the 110° angle and the turning radius with a single lane width, the lamp should simply have been repositioned. Final planning was completed a few months ago, at the beginning of 2024, followed by the tendering. Construction started 4 weeks ago.

Question: what are the conditions according to DIN EN 13201?

This way, you can check whether the light fixture is mandatory or if there is still some flexibility.

Otherwise, your second post sounds as if you have already received a negative response...
