I can purchase a plot of land measuring 220 square meters (2,368 square feet).
I am attaching the site plan here.
A gable roof is specified.
A two-story building is desired.
I am seriously wondering if this is extremely small, even by urban standards?
I don’t need a garden that’s 20 meters (66 feet) deep or a large terrace.
However, I am a complete beginner when it comes to building and buying, so I would appreciate any and all advice.

The city allows this as well. Building a large garage and the general question "Is 220m² (2370 ft²) enough space for a semi-detached house?" seem to be in sharp contrast to me. Especially if, as mentioned, the garage is supposed to serve as a basement replacement, then the cars will just be parked in front anyway.
The smaller the plot, the more I would consider building a basement. The above-ground area is too valuable to cover it with a "storage hall." On small plots with semi-detached houses, garages often have the disadvantage that on the ground floor, two of the four sides of the house end up without windows.
