I think your question is great because the Billy shelf is really a fantastic base that can be easily enhanced with just a few materials. Basically, it depends on how much effort you want to put in and what kind of look you are aiming for.
If you want a durable and relatively robust finish, I recommend acrylic paint or water-based wood varnishes. These have low odor, are easy to apply, and dry quickly. It’s important to sand the surface lightly beforehand to help the paint adhere better. The best is to use fine sandpaper with a grit of about 180-220. After sanding, make sure to remove all dust!
Films (also called adhesive vinyl or wraps) are a nice alternative if you want to change the look more often or prefer not to use paint. However, the surface must be perfectly smooth and clean, and applying them requires some patience to avoid air bubbles.
If you choose varnish, make sure it is suitable for furniture and dries to a hard, cream-like finish to prevent scratches.
Important: Depending on the material (Billy is usually made of particleboard with a melamine coating), paint may have poor adhesion, so proper surface preparation is essential.

What do you think about chalk paint? It’s super easy to apply – most of the time, you don’t even need complicated primers, and it sticks surprisingly well to smooth surfaces, especially if you lightly sand them beforehand.
Chalk paint has the advantage of creating very matte, velvety surfaces that look quite elegant. And if you feel like it, you can apply wax or clear varnish afterwards to increase protection.
Another cool idea is to decorate the back panels with colored coverings or wallpapers – this often looks really stylish and is reversible if you want to change things later.
Alternatively, you can paint floral patterns or geometric shapes with stencils – small, colorful highlights can make a big difference.
