Since we own a condominium, we want to take our time with the building process and plan everything carefully. A developer mentioned that it would be wise to start as soon as possible because energy efficiency regulations will become much stricter in 2016. In addition, building material costs are currently rising significantly. What do you think? Is the seller trying to pressure us without reason, or is he right? So far, we haven’t found a suitable floor plan or developer, and we still want to sell our apartment...

Tightening of the Energy Standard from 2016
As of January 1, 2016, the new Energy Saving Ordinance 2014 introduces a stricter energy standard for new buildings – that is, newly constructed buildings – as follows:
The construction industry and all related sectors are booming. In recent years, all components (including wages) involved in house building have steadily increased; in 2015 alone by 3%, and there is no end in sight.

- Building Energy Efficiency: The maximum allowed annual primary energy demand (for heating, water heating, ventilation, cooling, and for non-residential buildings also for installed lighting) is reduced by 25 percent compared to the current Energy Saving Ordinance 2014.
- Thermal Insulation of the Building Envelope: The maximum permitted average heat loss through the building envelope is reduced by approximately 20 percent compared to the current Energy Saving Ordinance 2014.

So if you want to build a KfW 70 house today, that will likely meet the 2014 Energy Saving Ordinance requirements, but KfW funding may no longer be available because the threshold for funding is being raised.
Unfortunately, KfW usually provides information on this very late. So no one can really tell you how it will actually work out. However, as described above, this has been the case in the past. Whether this will continue to apply... no idea.
