We are planning to build a two-family house with a possible granny flat and a basement (watertight concrete shell) due to the proximity to the Rhine River in a new development area in Cologne.
Key data are a 7 m (23 ft) eaves height, which corresponds to two full floors, with a roof pitch of 40 degrees. The buildable area is 12 x 12 m (39 x 39 ft), on a plot of 570 sqm (18 x 31.5 m / 61 x 103 ft).
The ground floor is intended for the older generation, with 3-4 rooms, kitchen, hallway, and bathroom.
The upper floor is for 2 adults and 2 children, so it includes 2 children's rooms.
The attic or basement is planned to contain a small apartment for 1-2 people.
We are looking for ideas regarding the possible floor plan, construction companies, architects, and experiences with prefabricated house providers. Planned start is around the end of 2016. Any tips are greatly appreciated.

Without land costs? Correct.

toxicmolotof15 Jan 2015 00:09We are building a single-family house in Kaarst (near Neuss (near Düsseldorf (near Cologne))) with 127 sqm (1,367 sq ft) of living space, no basement, for 270,000 EUR including two garages and additional construction costs (plus purchase-related expenses). Apart from a few electric roller shutters, a fireplace, slightly increased insulation, and a ground source heat pump with underfloor heating, we have no special extras.
I would argue that in the end, depending on the size, you will easily have a 4 or 5 followed by five more digits.

charlyuspoll15 Jan 2015 09:12Then I guess the basement will have to go after all.
But so far, we’ve had one, so it won’t be easy; it takes some getting used to.
Otherwise, the project won’t be feasible.

Then I guess the basement will have to go after all. That makes sense. However, even then you will probably have additional construction costs starting with a 4. A two-family house is fine and all, but what about the extra granny flat? Is it really necessary? Why do you want to include it?
Regarding the property transfer tax: I have no idea what the city told you, or maybe you misunderstood. But the city itself initially has nothing to do with the property transfer tax. And the tax office will not waive it—why would they? It has nothing to do with your "older property." You should ask again to clarify.

charlyuspoll15 Jan 2015 10:42At first, the son, who is 24 years old, will move into the granny flat, and later it will be rented out.
I called the city again and was told that, as a rule, no property transfer tax is payable in the case of land consolidation procedures.
