Hello everyone!
I am still in the middle of planning a single-family house (approximate base dimensions 10 x 8.80 m (33 x 29 ft)).
The KFW advisor suggested that we might consider having two separate dwelling units so that we could qualify for a total of €200,000 under KFW terms…
What might a floor plan look like that would be accepted by KFW as two dwelling units but can still be used as a single-family house in practice?
The plan is for a monolithic construction house with, of course, a photovoltaic system, heat pump, and controlled mechanical ventilation.
What additional work would roughly be required to achieve KFW40 standard in order to benefit from the KFW terms?
I would really appreciate any input.

If KfW’s rules are at least loosely based on the tax code, then structuring eligibility should not be the main focus and might even lead to legal consequences.

You won’t manage that with a 10-meter (33-foot) ridge length, because the most economical solution is when the secondary apartment is an extension attached to the ground floor of the main apartment: for example, by placing the children’s rooms with a children’s bathroom and at least a kitchenette for independent household management next to it. Do you have children close to adulthood for whom a gradual transition to independence would make sense?
Everything has already been said about the efficiency upgrade of the energy-efficient house standard (in general, not just for “maximizing funding”—a zero-sum game or pointless exercise) and about the issue of “fake” or sham secondary apartments instead of real ones.

Apart from that, this idea from the "consultant" (instigator) is simply nonsense from an economic and planning perspective; was he previously involved in the travel sales business? If two residential units are approved, then there is also eligibility for funding for two residential units. Whether a dog, a cat, or silverfish end up living in the second unit does not concern the funding provider.
This has nothing to do with fraud. It has already been mentioned that the 298 conditions are not profitable.

For us, it coincides with a time when my wife is either working part-time or on parental leave. You would have to calculate it.

I once knew someone who always made decisions based on where they could get the most benefits for themselves, without regard for the community. That’s bad, but it can be addressed.
So should I design my house based on how to fraudulently obtain funding? I don’t follow that logic, because such a floor plan requires adjustments that affect the main layout.
There is a lot of complaining about Ukrainians receiving social welfare and other things (which might be justified, I do not want to judge that), but often it helps if you just look in the mirror and see someone behaving no differently than what they loudly condemn in others, often even worse.
And: Just because you do it as a “German” in your own country doesn’t make it any better.
Not everything that is not explicitly forbidden is therefore permitted. Cum-Ex also exploited a loophole.
